TJUK Budget Submission 2026
Ahead of the Autumn Budget 2026, Chancellor John Healey invited submissions from organisations, experts and the wider public to inform the government’s decision-making. Tax Justice UK responded to this consultation with a submission setting out our recommendations for a fairer and more effective tax system.

EXECUTIVE SUMMARY
Tax Justice UK is calling on the Chancellor, at the 2026 Autumn Budget to immediately:
- Equalise the way the tax system treats different forms of income by completing reform of Capital Gains Tax (Equalisation of Rates and closing unfair loopholes by abolishing the death uplift and implementing a settling up charge, alongside introducing an investment allowance) – which will raise £11.3bn as well promote economic growth.
- Expanding the scope of NICs to include income from investments and partnerships to raise £6.1bn a year.
- Introduce Public Country by Country Reporting – this was already legislated for in 2016 and is estimated to raise around £5bn a year by the end of this parliament through reducing ed profit shifting by multinational corporations.
We believe over the remainder of the Parliament, the government should look at longer term structural reforms, to unlock the revenue needed to deliver the government’s ambitions plans and meet the country’s needs, including an ongoing cost of living crisis and growing wealth inequality. These include:
- Council Tax Reform – replacing Council Tax and Stamp Duty with a proportional property tax, cutting taxes for 75% of households and raising £5.6bn a year.
- Strengthening HMRC capacity and powers to properly measure and collect tax from the wealthiest individuals and help to close the tax gap of nearly £60bn, such as by restoring the High Net Wealth Individuals Unit.
